Steinfort

The municipality signed the Pakt vum Zesummeliewen on 17 March 2022. A steering committee was set up shortly afterwards.

The municipality of Steinfort had already conducted several surveys before the signing of the Pakt vum Zesummeliewen, which served as the basis for the development of a Cross-Community Action Plan (PAC(T)). In 2021, the municipality conducted a total of four surveys, resulting in the PAC(T):

1. A citizen survey on intercultural coexistence. 
2. A youth survey as part of the Youth4room project in collaboration with 4motion asbl. 
3. A survey of citizens aged 70+ on life and well-being in the municipality during the health crisis. 
4. An internal satisfaction survey of municipal staff.

On March 12, 2022, a citizen workshop was held for the creation of the PAC(T), which included thematic workshops promoting citizen participation.

This entire process was carried out and documented on the participatory platform set up by “de Reso” for the municipality of Steinfort: https://mirsistengefort.steinfort.lu/processes/plan. 
The results of the survey were presented by “de Reso” during a live online presentation with the possibility for members of advisory commissions and citizens to ask questions and are still available to the public here:

In addition to the surveys, an assessment was also made of actions already undertaken in the past, as Steinfort already had some good practices in terms of intercultural living together before the signing of the Pakt vum Zesummeliewen (Kannerbuet, Mediation Service), an inventory highlighted additional areas of interest. Within the actions defined for the PAC(T), a first priority has been identified to launch projects for the registration of non-Luxembourg residents on the electoral lists.

On 18 March 2023, the Steinfort local authority organised an open day at the local administration as part of the national registration day for local elections. The “Super-Wal-Kiermes” from the "Zentrum fir politesch Bildung" was present during this event. A living library, the presence of local parties and the opportunity to visit the municipal offices attracted a good number of local residents.

At a meeting of the Pakt vum Zesummeliewen Steering Committee, the loop for the first priority was evaluated through an exchange of feedback on the “Porte Ouverte” (Day of Open Door of the town hall) and the state of play regarding the representation of women in decision-making bodies. The “Porte Ouverte” was attended by 25 people in three language groups (12 in Luxembourgish, 7 in French and 6 in English). 4 people registered to the electoral lists to vote in the local elections. A number of areas for improvement were identified for the next “Porte Ouverte” (more visibility, more information on the political system, more targeted invitations and possibly a library or speed dating for young people).

As a second priority theme based on the PAC(T) (Transversal Municipal Action Plan) the steering committee chose the theme of meetings. 
In view of the development of the old school building and following the ideas expressed during the citizens' workshop to establish the PAC(T), the college of aldermen chose to set up a third place there. 
In this context the steering committee decided to launch the next loop of the Pakt vum Zesummeliewen around this priority action idea. On February 23, 2023, the municipality organized a citizen workshop led by an external consultant. 
Around 35 people attended this workshop and discussed the characteristics of the future third place. The results of the citizen workshop remain to be evaluated and surveyed by the college of aldermen. 
Citizen involvement is planned throughout the project implementation process.

While the municipality of Steinfort already had some good practices in terms of intercultural living together before the signing of the PvZ (Kannerbuet, Mediation Service), an inventory highlighted additional areas of interest. 
Following this inventory and with a view to the development of the old school building, the steering committee decided to prioritize the theme of “Meeting places” in order to set up a third place.

The municipality of Steinfort signed the « Gemengepakt fir interkulturellt Zesummeliewen »  on the 27/03/2024. 

A steering committee of 10 members coming from the council of eldermen, the town council, the commission for intercultural living together and two associations has been set up to oversee the various stages of the « Gemengepakt fir interkulturellt Zesummeliewen »  project.
